(AP) ? A man convicted of participating in the repeated group sexual assault of an 11-year-old Texas girl was sentenced Thursday to 99 years in prison ? but he wasn't in court to face his fate.

As the verdict and sentence were read in the Southeast Texas courtroom, authorities were searching for Eric McGowen, who fled a day earlier after the victim tearfully testified about the attacks. Prosecutors say the girl was sexually assaulted on at least five occasions from mid-September through early December of 2010 by 20 men and boys from her town, Cleveland, which is about 45 miles northeast of Houston.

McGowen was free on bail at the time he disappeared, so authorities say a security detail was not required to watch or follow him. The Liberty County Sheriff's Office has declined to release any details about the search for McGowen, other than to say that he is believed to be armed and dangerous.

His disappearance was the latest twist in a case that has divided the town of Cleveland, both because of the horrific allegations and suggestions from some residents that the girl was partly responsible because of her appearance. Police began investigating after one of the girl's classmates told a teacher he saw video of her being sexually assaulted in an abandoned trailer.

Prosecutors' case against McGowen included a videotaped confession and testimony from nearly a dozen witnesses, including the girl, who is now 13. Defense attorneys did not present any witnesses or evidence.

Jurors were swift in their decisions. They deliberated for just 20 minutes before finding him guilty of aggravated sexual assault of a child. Then, after brief testimony in the punishment phase, they decided his sentence in less than 30 minutes.

Most of the jurors declined to comment afterward. The jury foreman made a brief statement as bailiffs led jurors from the courtroom.

"The state did their job. The evidence was overwhelming," said the foreman, who declined to give his name while being escorted out a back door

Neither the girl nor her family were in the courtroom when the jury's decisions were announced; McGowen's relatives also were not present.

The Associated Press could not reach the girl's mother for comment, but family friend Brenda Myers relayed comments from her. Myers said the girl's mom said that while she was glad the trial was over, she was upset that McGowen was still on the run and was concerned for the safety of the girl and her three other children. Myers runs a youth center in Cleveland and knew the girl before the assaults. The girl was placed in foster care after police began investigating the sexual assaults, but it's unclear where she lives now.

McGowen was the first defendant to stand trial in the case. All six of the juveniles and two of the 14 adults charged have pleaded guilty. McGowen faced a minimum sentence of 25 years prison and a maximum of life.

Prosecutor Joe Warren said he doesn't believe that the jury's conviction and sentence were lessened by McGowen not being in the courtroom.

However, McGowen's defense attorney, Matthew Poston, said his client's decision to flee in the middle of the trial "absolutely affected" the jury's decision to convict. Poston said he didn't know where McGowen is now.

McGowen was present Wednesday when the girl told jurors about an encounter in October 2010 and one the following month in which she said McGowen and several other men and boys took turns sexually assaulting her while recording the encounters on video.

The girl, who testified using a pseudonym, briefly broke down in tears as jurors were shown a few minutes of video of the alleged sexual assault in October 2010.

She described another encounter that November that started in a different Cleveland home and continued at a nearby abandoned trailer. She told jurors that McGowen assaulted her with a beer bottle during that incident.

The case sparked outrage in Cleveland, and early on, some residents suggested the girl was partly responsible because they say she wore makeup, looked older than her age and wasn't properly supervised by her parents, drawing widespread condemnation.

The case also was complicated by a belief among many in the predominantly black neighborhood where several of the suspects live that the arrests were racially motivated. All of the suspects are black, while the girl is Hispanic.

During closing arguments in the punishment phase, Warren had asked jurors to show no mercy to McGowen and sentence him to life. Testimony covered McGowen's criminal record, including a burglary conviction.

"Don't let him out of prison. Don't let this happen to anybody else. ... Don't let the next child who has a pack of dogs chasing her get raped," he said.

Poston asked the jury to sentence McGowen to the minimum of 25 years, saying this was not a crime committed under the threat of violence. He added that he was not suggesting it was the girl's fault. He said the blame fell on the men and boys who sexually assaulted her.

"I ask you not to throw away his entire life," he said.

Like McGowen, most of the remaining 11 defendants in the case face charges of aggravated sexual assault of a child. Four face a charge of continuous sexual abuse of a child. Trial dates have not been set for any of those defendants.

Asked how McGowen's guilty verdict might affect those cases, Warren told reporters, "They better get their business straight."

Sony unveils latest HX950 flagship HDTV in Japan with 'Intelligent Peak LED' backlighting

While Sony's current lineup of HDTVs has so far topped out with the HX929/920 series that's been kicking around since 2011, in Japan it has just unveiled a new top of the line model: the HX950. Often rumored in the last few months, it's available in 65- or 55-inch varieties and features Sony's now-trademark monolithic style as well as "Intelligent Peak LED" backlighting. Although Sony's brand name for the tech doesn't exactly reveal how it works, information leaks have suggested it is full array LED backlighting and not edge based, although we don't know how many zones (individually controlled light sources) are in play. What we do know, however is that it claims to outperform the LED backlighting in the old 929 quite handily, although we'll let our eyes be the judge of that.

It also includes MotionFlow XR960 (800 in the US) motion processing tech that can create 240fps from 60 frames and a glass panel mounted to the LCD itself with a special type of resin designed specifically to reduce glare. Finally, there's also the usual add-ins like 3D and Sony Entertainment Network streaming video. We haven't seen any European or US information for this model yet, although with IFA 2012 under way and CEDIA coming up that may change quickly. Currently pricing in Japan for the 65-inch is expected to be around 650,000 yen or $8,269 when it ships November 10th, but we should mention actual US prices are typically much lower than a direct conversion. Unofficially, one retailer is already listing the 55- and 65-inch models for sale in the US for $3,499 and $5,499, respectively, although we'd take that with a grain of salt until we know for sure.

Strasburg, Nationals lose to Marlins 9-0

MIAMI (AP) ? Pitching in air conditioning, Stephen Strasburg nonetheless soaked his jersey with perspiration after only a couple of innings.

The first-place Washington Nationals have reason to start sweating.

Strasburg gave up a career-high seven runs in five innings Tuesday night and the Nationals' losing streak reached five games when they were beaten by Ricky Nolasco and the last-place Miami Marlins 9-0.

"I'm sure there's not a pitcher in the history of baseball who has gone out there and done it every single time," Strasburg said. "I struggled for pretty much the whole game. It's a learning experience for me."

Nolasco (10-12) allowed five hits in his third career shutout and eighth complete game. The shutout was the first for the Marlins at their new ballpark.

The Nationals began the night with baseball's best record, but they're saddled with a losing streak that matches their season high.

"We've played really good 90 percent of the year," manager Davey Johnson said. "We're in a rough spot here. That makes the metal hotter. The tougher it gets, the stronger you get, so we'll be fine."

Strasburg (15-6) came into the game with a streak of 27 consecutive scoreless innings against Miami in five starts since last September. But he gave up a homer to his second batter, Justin Ruggiano, and trailed 5-0 by the third inning.

Strasburg shrugged off the significance of the drenched jersey, but Johnson said it was telling.

"He was fighting himself a little bit," the manager said. "He gave up more hits than he's used to giving up. ... He's such a perfectionist, when he gives up a hit he's going to be upset. That's part of the maturation process for a young pitcher."

Strasburg is expected to make perhaps four more starts before the Nationals shut him down for the year to protect his surgically repaired elbow. The drubbing doesn't change that plan, Johnson said.

Strasburg said the Marlins adjusted to his inside fastball and didn't try to hit the ball the other way.

"They had a little different approach this time, and I didn't make the adjustment," he said. "I just kept trying to do the same thing."

The young right-hander, who had won his past four starts, allowed five earned runs and gave up nine hits to match a career high. He struck out only three but leads the NL with 186 strikeouts.

Nolasco struck out five, walked none and lowered his ERA to 4.78. He retired 14 in a row and held the Nationals hitless until Kurt Suzuki singled with two outs in the fifth.

The complete game was his second in the past three starts.

"Anytime you're rolling like that, you want to finish it off," Nolasco said.

Ruggiano had a career-high four hits in four at-bats and drove in two runs, while Giancarlo Stanton added three hits and three RBIs. Seven of the Marlins' runs scored with two outs, and they totaled 13 hits.

Ian Desmond (hamstring) and Michael Morse (hand), both sidelined last weekend with injuries, returned to the Nationals' lineup but went hitless.

"The good news about that one," Johnson said, "is it was only 2? hours."

The Marlins scored twice off Strasburg in the first inning. Ruggiano hit his 13th home run. Carlos Lee doubled with two outs, then came home on a broken-bat single by Stanton.

Miami added three runs in the third. Bryan Petersen led off with a single, stole second, took third on a groundout and came home when second baseman Danny Espinosa mishandled a grounder for an error. Greg Dobbs' two-out single brought home two unearned runs to make it 5-0.

Ruggiano had a two-out RBI single against Strasburg in the fourth.

"He's the toughest I've faced in a game as far as overall stuff," Ruggiano said. "Hopefully he's tipping his cap to us, because I think we all had a good approach to him."

Donovan Solano drove in the final run against Strasburg, extending his hitting streak to 11 games with a two-out RBI single in the fifth that made it 7-0.

"Any team wants to come out and make a name for themselves off Stephen Strasburg," Desmond said. "The guy is one of the best pitchers in the game, and they're not just going to lay down for him."

NOTES: Nolasco had been 0-2 with a 6.35 ERA in his two previous starts this year against Washington. ... Jayson Werth went hitless and is 4 for 25 (.160) against Nolasco. ... The Marlins' bullpen hasn't allowed an earned run against Washington in the past 31 1-3 innings.

Dangerous US city plans to ditch its police force

One of the most dangerous cities in the U.S. is getting rid of its police department.

Amid what they call?a ?public safety crisis,? officials in Camden, N.J., plan to disband the city's 141-year-old police department and replace it with a non-union division of the Camden County Police.

Camden city officials have touted the move as necessary to combat the city?s growing financial and safety problems. The entire 267-member police department will be laid off and replaced with a newly reformatted metro division, which is projected to have some 400 members. It will serve only the city of Camden starting in early 2013.

?It?s not a money-saver, it?s living within the budget you?ve got to get more boots on the ground,? Camden County spokesperson Joyce Gabriel told NBC News. ?There has been an uptick in violence this year, and the city decided to go with the county?s police department.?


Camden isn?t the first cash-strapped city to be faced with the decision to eliminate or merge its police department.

Bernard Melekian, director of the Justice Department?s Community Oriented Policing Services (COPS) office, told NBC News that as communities around the country recover from the recession, police mergers are part of a new reality that will likely continue through the next decade.

?This really reflects a much broader issue, which is that the economy is changing the delivery of police services profoundly,? Melekian said, ?and those agencies undergoing regionalization and consolidation ? in particular, smaller ones that are financially distressed ? are going to have to find another way of delivering those core services.?

'Recipe for disaster'
Given Camden?s exceptionally high rate of violence (the city recorded this year?s 41st homicide earlier this month), city police officers in danger being laid off say the transition is risky at best.

?We?re concerned, we?re definitely concerned,? Camden Fraternal Order of Police President John Williamson told NBC News. ?You?re going to create a police department and staff it with people who are unfamiliar with the city and say, ?Go ahead and fight crime.? That?s a recipe for disaster.?

Afflicted by homelessness, drug trafficking, prostitution, robbery and violence, Camden has consistently ranked high among the top 10 most dangerous cities in the U.S. since 1998, according to Morgan Quitno Press, a research firm that compiles statistical data on cities. In 2010, Camden had the highest crime rate in the U.S., with 2,333 violent crimes per 100,000 people, more than five times the national average.

Camden Mayor Dana Redd underscored the importance of the new, regionalized police force in her proposal for the next fiscal year?s budget.

?The senseless acts of violence occurring in our city affect every one of us,? Redd said in a statement. ?We need to assure our residents that all life matters and that we are serious about making our city safe by expanding the number of boots on the ground. This decision to move towards a Camden Metro Division is being made solely on what is right for our residents ? nothing more, nothing less.?

Baltimore officials are considering plugging budget deficits by selling advertisement space on the side of fire trucks. NBC's Gabe Gutierrez reports.

Layoffs of the city?s police force will begin by the end of the month, according to the mayor?s office. County officials said that at most 49 percent of the city?s police officers, based on an application process, will be transferred to the new county division under the plan.

Gabriel said the terms of contract for current officers of the city's police department, which include longevity bonuses, day-shift differentials and other costs, make it too expensive to transfer all of them to the new force,?so the rest of the Metro Division will be staffed by new hires. Louis Cappelli Jr., director of the Camden County Board of Freeholders, told NBC News?that more than 1,500 people from various states and police backgrounds have already applied for the county positions.

The new division, to be fully funded by the city of Camden and the state of New Jersey, will begin field training on the streets as early as October for a period of 17 to 19 weeks.

But no matter how long the training, Rockefeller Institute Director Thomas Gais told NBC News that consolidating into one system and increasing cost-effectiveness takes time. ?

?It?s going to be a disruption at least for a while before some kind of consolidation happens, before the reorganization begins to work as intended,? Gais said. ?There?s a tradeoff generally in the responsiveness to local needs and efficiency in reallocating resources, so the question becomes whether the reorganization reduces the quality of service and whether the short-term risk is worthwhile in the long run.?

Gabriel said that cities within Camden County have the option to cede their municipal police force to a county department.

Saving money
Union officials argue that Camden's move is a way for the city to get out of collective bargaining with police. The county's new metro division officers will be non-union members.

The police department in Camden has been under state control since 2005, when then-mayor Gwendolyn Faison called for the takeover. The agreement is set to expire at the end of the year, and New Jersey Gov. Chris Christie has thrown his support behind the transition to county control.

?A county police force that has a reasonable contract and that?s going to provide a huge increase in the number of police officers on the streets here in Camden is a win for everybody,? Christie said at a recent event at Rutgers-Camden University. ?I?m willing to put my name on the line for this concept.?

Other state officials have backed similar initiatives.

A 2011 report by the Major Cities Police Chiefs Association, a group representing the nation?s 63 largest police forces, found that 70 percent were consolidating some law enforcement functions to compensate for recent budget cuts.

  • Faced with mounting costs and declining revenue, the city of Midvale, Utah, was forced to merge four local police agencies with the Salt Lake County Sheriff?s Department. ?
  • In Pennsylvania, the state police are increasingly taking on more patrol duties following the recent closures of municipal departments. Since 2010, at least 33 cities scattered throughout the state have closed or scaled back their agencies, according to state records.
  • Police agencies in Oakland and Detroit have raised concerns about their ability to?respond to routine resident burglaries, theft, and public nuisance calls because they were stretched too thin providing support for other agencies.?

?We?re seeing the economy do a lot of different things to the agencies, which are looking at various forms of consolidation, all of which is driven by the economy,? Melekian said, adding that he knows of at least 100 police agencies around the country undergoing some form of service consolidation.

Cities that have made the switch from municipal to county or regional forces have reported saving millions of dollars and passing grades on the street, but Melekian said?a shakeup of the current?system in Camden won't eradicate crime or solve budgetary woes.

?The consensus seems to be that this saves money, but it does not produce instantaneous savings,? Melekian said. ?There are too many issues that need to be resolved, too many expenses, so at some point they?ll have to work through these inefficiencies before they get the results they want.?

Michigan RB Toussaint pleads guilty to lesser DUI

SALINE, Mich. (AP) ? Michigan running back Fitzgerald Toussaint pleaded guilty Tuesday to drunken driving while his availability for Saturday night's showdown with No. 2 Alabama remained unknown.

Toussaint made a brief appearance in Washtenaw County District Court, pleading guilty to operating a vehicle while visibly impaired after being charged with the more serious operating while intoxicated. He faces up to 93 days in jail when he is sentenced Oct. 23, just after Michigan hosts Michigan State and prior to its game at Nebraska.

Toussaint didn't comment to the media and his attorney, Douglas Lewis, told reporters to "take a hike" outside the courtroom.

Coach Brady Hoke hasn't said whether Toussaint will play for the eighth-ranked Wolverines against defending champion Alabama on Saturday night in Arlington, Texas. Hoke isn't expected to address Toussaint's status for the opener any sooner than Wednesday when he meets with the media.

Toussaint, who ran for more than 1,000 yards and nine touchdowns last season as a sophomore, was suspended after his arrest last month. Hoke reinstated him to participate in the second week of preseason practice.

Toussaint was listed as the starter on this week's depth chart. If he sits for the opener, returning running backs Thomas Rawls, Vincent Smith, Justice Hayes along with newcomers Dennis Norfleet and Drake Johnson all could see action against the Crimson Tide.

"Whenever you're in this position, you've got to make decisions that are best for the program," Hoke said. "That doesn't mean for one specific team. That means for the program. That means for the identity and the character of the program that you represent.

"Are they easy decisions? No. Are they decisions you want to make because you love the kids? No. But you have to make them."

Crimson Tide linebacker Nico Johnson said he and his teammates are getting ready for anyone lined up behind or alongside quarterback Denard Robinson in the backfield.

"We're prepared for (Toussaint) to play, we're prepared for him not to play," Johnson said. "We've got a game plan and that's what we're going to stick to."

The 22-year-old Toussaint acknowledged in court that he was stopped for running a red light on July 21 after drinking an unknown quantity of brandy where he lives. Police said he had a blood-alcohol level of 0.12 percent, above the state limit of 0.08.

He arrived in a court several miles south of Michigan Stadium ? wearing tan pants and a plaid, button-down shirt ? with his attorney and associate athletic director Greg Harden.

Toussaint stood expressionless behind a lectern in court while a newspaper's camera clicked and a TV station's camera filmed him during a hearing that lasted nearly 5 minutes about jurisdiction for the case. Toussaint's attorney then motioned for his client to go toward the door and they returned several minutes to finalize the plea deal.

Hoke said Monday that what happened with Toussaint in court wouldn't affect his status with the team. He told reporters that Toussaint and defensive end Frank Clark, who is accused of taking a laptop from a dorm room, are not done paying consequences while he decides whether their team-issued punishment will include missing at least the Alabama game.

"I'm comfortable with what I want to do, very comfortable with that," Hoke said. "Talking to all of you guys about it, no, that's not comfortable, because it's talking about two kids who are sons to us and made bad decisions."

(AP) ? The Republican Party that's showing its face to America this week is a restless institution that relies heavily on the uncompromising passions of tea partyers, anti-immigration activists and social conservatives. It's a potent but unruly coalition that supplies vital energy today but poses serious challenges for the future.

These forces propelled the GOP to big wins in 2010, and they might help Mitt Romney win the White House this fall. But they operate largely beyond his control, sometimes igniting brushfires and pulling his campaign off message.

More troubling for the Republican Party in future elections is that these fiery conservatives seem to be turning off many Hispanic voters, the fastest-growing segment of the American electorate.

The challenge facing GOP leaders as they hold their nominating convention and look to the future: trying to win elections and push their agenda through Congress by harnessing the energy of these conservatives without letting that energy turn on them ? and without letting it put the party badly out of step with a nation that's rapidly becoming less white.

In Romney, the convention-goers in Tampa are nominating a former corporate executive who fits somewhat uneasily in the party's decades-long rightward shift, which manifests itself most clearly in Congress.

Social conservatives remain wary of Romney, who once backed abortion rights and gun control. Their antipathy toward President Barack Obama, however, may well nudge them along to polling places in November.

That is Romney's great hope, even as he and his GOP establishment allies try to dampen some of the political right's most vocal figures. Romney and others urged a Missouri congressman to drop out of the Senate race after he made widely condemned remarks about rape and pregnancy. Romney's words angered some religious activists who see the congressman, Todd Akin, as a champion of anti-abortion efforts.

On the economic front, Romney is in step with his party's anti-tax advocates. He promises to cut taxes further, saying that will help strengthen the economy despite some economists' warnings that tax cuts have contributed heavily to the nation's massive debt.

GOP lawmakers' adamant opposition to tax hikes, even on the wealthiest families, puts them at odds with most Americans. The issue might loom larger as efforts to tame the federal debt intensify.

Much more problematic is the Republican Party's strained relationship with minorities, especially a fast-growing Hispanic population alarmed by the sometimes sharp tone of conservatives on illegal immigrants. The party may need to address that problem before long to avoid falling behind Democrats in key states.

For now, Republicans have a right to party with some swagger in Tampa. Strategists in both parties say Romney has a solid chance of defeating Obama.

In congressional races, Republicans are well-positioned to keep their House majority. And they might pick up the handful of Senate seats they need to take control of that chamber, too.

Should those three things happen, Republicans will be able to reshape much of the government's tax, spending and regulatory policies to their liking, checked only by Senate Democrats' ability to sustain filibusters here and there. Republicans presumably would dismantle much of "Obamacare," extend all the Bush-era income tax cuts, reduce other levies including the corporate tax, cut federal payments to Medicaid and loosen regulations on banks and other businesses.

But whether Romney wins or not, his party's congressional leaders will continue to struggle to keep a lid on their tea party wing. Several more Republicans who vow not to compromise with Democrats are headed to Congress, and they will give new headaches to House and Senate leaders seeking ways to pass legislation in a nation that's split almost 50-50 politically.

Former Florida Gov. Jeb Bush, at a recent event hosted by Bloomberg View, said his party's rightward shift on a host of issues ? coupled with the growing aversion to almost any form of compromise with Democrats, especially in the House ? is endangering its ability to assemble winning coalitions in the future. Ronald Reagan and George H.W. Bush, he said, wouldn't feel welcome in today's dogmatic GOP.

That's the paradox facing party activists in Tampa. The fiery, ideological stances enlivening the party this fall might, in just a few years, put it at odds with an increasingly diverse electorate inclined to weigh the drawbacks as well as the benefits of an activist government.

Opposition to Obama's proposed health care overhaul gave rise to the tea party movement in 2009. Public aversion to Democrats' sharp-elbow tactics in passing the measure, plus persistently high unemployment, powered Republicans to big gains in the 2010 midterm elections. They gained control of the House and turned their focus to Obama.

Many conservatives said the results proved that a hardline, uncompromising strategy works. But midterm elections draw smaller and more ideological electorates than do presidential elections, said Emory University political scientist Alan Abramowitz. "I think some conservatives are taking the wrong lesson," he said.

"Short-term, we're heading to a very competitive presidential race," Abramowitz said. "But long-term, I think it's more troubling for Republicans," because they are "becoming increasingly dominated by white conservatives in a country that's becoming increasingly diverse in terms of race and ethnicity, and more moderate, at least on social issues."

"The need to reach out to Latinos in particular, and non-whites in general, will require the Republican Party to moderate some of its positions," Abramowitz said.

There seems to be little appetite for that.

"I think the party's in a great position right now," said Rep. Kenny Marchand, R-Texas. "I don't find my constituents back home give me a whole lot of latitude on these issues. They hold me pretty much to repealing Obamacare, extending the Bush tax cuts."

But what about the Republicans' prospects for winning national elections in 2016 and beyond? While the country's non-white population keeps growing rapidly, the GOP keeps relying heavily on white voters.

The statistics trouble GOP strategists eyeing the future. Ninety percent of John McCain's presidential vote in 2008 came from whites, as did 91 percent of George W. Bush's vote in 2000.

Whites are steadily shrinking as a share of the U.S. population. They accounted for 69 percent in 2000, and 64 percent in 2010. They are on track to slip below 50 percent of the population in 2042, the Census Bureau says, largely because of the rapid growth of Hispanics.

Obama won comfortably in 2008 despite taking only 43 percent of the white vote. He did it by winning 95 percent of the black vote and by beating McCain more than 2-to-1 among Hispanics.

Two out of three registered Hispanic voters say they will vote for Obama, while 23 percent back Romney, according to a poll by NBC News, The Wall Street Journal and Telemundo.

Republicans must change these ratios if they're to win national elections in the coming decades. Some GOP leaders, however, fear the party is sowing deep seeds of anger among Hispanics by rejecting calls for comprehensive immigration reform, including pathways to legal status for millions of illegal immigrants. George W. Bush and other prominent Republicans once championed that view, but it has fallen deeply out of favor.

"Don't just talk about Hispanics and say immediately we must have controlled borders," said Jeb Bush, the brother of one Republican president and son of another. "Change the tone."

Nominating conventions work better as pep rallies than philosophical, agenda-setting forums. Republican activists in Tampa will party, cheer and shout about their determination to make Obama a one-term president.

But eventually ? perhaps sooner rather than later ? party leaders will have to confront demographic and voting trends. Then they will have to decide how long to stick with an uncompromising agenda that appeals mainly to white voters, a group whose influence shrinks with each passing month.
