Visa hands regional PR brief to BPG : Campaign Middle East

Global credit card company Visa has handed its regional PR brief to BPG Public Relations.

The Dubai-based agency beat an undisclosed number of agencies to the account following a competitive pitch that had begun in early September. BPG officially takes over the business on 1 November.

Naamat Baradhy, head of corporate relations at Visa Middle East and North Africa, said BPG would manage the company?s corporate communications and public relations activities in the GCC.

?Their strategic thinking, passion, enthusiasm for the Visa business and the quality of their team were important factors in our decision to select BPG Public Relations as our new partner,? said Baradhy. ?We are looking forward to a close and successful partnership that will help Visa to enhance its corporate communications in the GCC and strengthen our leadership position as a innovative payment platform in the region.?

The incumbent on the account was Dubai-based integrated communications company DABO & Co, which had held the business since 2004. It was not known whether the independent agency was invited to re-pitch for the business.

Nashua mayor among bipartisan group sounding alarm on national debt

[unable to retrieve full-text content]

Source: www.nashuatelegraph.com --- Tuesday, October 23, 2012
CONCORD ? Nashua Mayor Donnalee Lozeau led a bipartisan group of current and former public officials forming a state chapter of the Fix the Debt group dedicated to solving the nation?s fiscal crisis. Lozeau, who served as a Republican in the Statehouse, said the message being sent is for Congress and the next elected president to have the courage to put ?everything on the table? to come up with a plan to eliminate the federal deficit and pare down the $16 trillion in debt. ?Everything has to be on the table; we have to be willing to make the hard choices,? said Lozeau, who is co-chair of the state group along with state Sen. Lou D?Allesandro, D-Manchester. Former Congressman and Ambassador Dick Swett said the debt can?t be wiped out right away but Congress and the White House need to use the fiscal cliff the country faces Jan. 1, 2013 to come up with a credible solution. ?I ran on this issue in 1990 but we didn?t balance our budget until 1995 and 1996. This isn?t going to be solved in the first year,? Swett said. ...

What will happen with US women?

Saturday?s 1-1 draw in Chicago between Germany and the United States took 45 minutes to open up, but the second half finally looked like the world-class match-up it was supposed to be. That second half energy should continue in Tuesday?s rematch in Hartford (live on NBC Sports Network at 7:30 p.m. ET) now that these teams have become reacquainted.

On paper, Saturday?s result was a good one for the world?s two top-ranked teams, but as Richard Farley pointed out on Saturday, the U.S. will walk away from this pair of friendlies with mixed feelings, regardless.

Interim coach Jill Ellis will not be the next permanent U.S. coach. Whoever is the next U.S. coach (there seem to be some front-runners, but the process has been pretty tight-lipped) will have to develop talent that will be relied upon at the 2015 Women?s World Cup ? the next time the U.S. women really have to care about a result.

(MORE: Favorites emerging to replace Pia Sundhage as next U.S. coach)

But for all this talk about overhauling the group (runners-up in the 2011 World Cup and gold medalists at the 2012 Olympics, mind you) with new faces, top veteran players don?t seem to be going anywhere. Part of that is because some ?veterans? of the team still have plenty in the tank (like 27-year-old Heather O?Reilly and 30-year-old Carli Lloyd).

Whether or not specific players will continue to feature in the team depends so greatly on the coach that at this stage it?s wildly speculative to suggest that any would get pushed out. Here are how things look for the four oldest players from the 2012 Olympic roster:

Christie Rampone (37-year-old defender) ? The team?s most senior player. Rampone has 270 caps and has not shown a sign of losing a step. She is the rock of the back line and the team?s most consistent defender. It might seem crazy to think that the U.S. captain could still be a mainstay in the line-up at the 2015 World Cup when she would be 40 years old, but Rampone is known for impressive feats, like when she led Sky Blue FC to a Women?s Professional Soccer championship in 2009 as player-coach?while pregnant. She said she plans to play at least through 2013.

Abby Wambach (32-year-old forward) ? Much like Rampone, expect Wambach to play until she absolutely can no longer walk. I?ve heard an unusual amount of cynicism from fans about Wambach, which is ridiculous. Sure, young forwards Sydney Leroux and Christen Press need minutes, but their time will come. Wambach (22 goals) and Alex Morgan (24 goals) have combined for the second-most prolific calendar year of goal scoring in U.S. history. Their 46 combined tallies are nine short of the 1991 duo of Michelle Akers (39 goals) and Carin Jennings (16 goals). Tell me again ? Why shouldn?t Wambach be a go-to player?

Shannon Boxx (35-year-old midfielder) ? Whether or not Boxx continues to play seems to remain up in the air, but it will add to her already impressive resume as an elite midfielder who has battled lupus, chronic autoimmune disease, since 2007. Keeping her place in the team will be extra challenging for Boxx due to the large crop of young central midfielders waiting in the wings and most U.S. coaching candidates sounding eager to develop new midfield talent. A very long list of central midfielders are anxious for a look and need regular training time.

Heather Mitts (34-year-old defender) ? London was going to be the end of the road for Mitts, which she made clear leading into the 2012 Olympics. However, it seems she may have had a change of heart?? she recently tweeted that she is unsure of what to do next. The outside back position has been a work in progress for the last two years. It?s a position where a new coach will likely use the next three years to develop young players for 2015.

ExxonMobil Canada to buy Celtic Exploration

CALGARY, Alberta (AP) ? A Canadian subsidiary of Exxon Mobil is acquiring the oil and gas exploration firm Celtic Exploration Ltd.

The deal gives ExxonMobil Canada access to 649,000 acres in two shale formations, the Montney and Duvernay, as well as additional acreage in other parts of Alberta, the company said.

The deal still must be approved by shareholders at Celtic, based in Calgary, as well as Canadian government regulators. Celtic shareholders will get $24.90 per share, plus one-half share of a new company that will hold assets not included in the deal with ExxonMobil Canada. Those include acres in the Inga area of British Columbia, the Grande Cache area of Alberta, and oil and gas properties in Karr, Alberta, the company said. Celtic shares closed at $18.41 in Toronto on Tuesday.

Current production of the Montney, Duvernay and other Alberta acreage is 72 million cubic feet per day of natural gas and 4,000 barrels per day of crude, condensate and natural gas liquids, the company said in the statement. The output was estimated by Celtic on Dec. 31. It includes an estimated 128 million oil equivalent barrels of proved plus probable reserve.

Celtic's approximately 60 workers will get the chance to work for ExxonMobil Canada, the statement said.

Shares of Exxon Mobil Corp. closed Tuesday up 87 cents, or 1 percent, at $92.38.

'Everyone's little girl': Thousands mourn Jessica

Thousands attended the service held in Westminster, Colo., to honor the life of 10-year-old Jessica Ridgeway, whose body was found days after she disappeared on her way to school. Meanwhile, police continue to search for her killer. NBC's Miguel Almaguer reports.

AP

Jessica Ridgeway disappeared on her way to school on Oct. 5 and was found dead last Wednesday.

By NBC News staff

Three thousand people gathered Tuesday night to mourn Jessica Ridgeway, the 10-year-old kidnapped girl whose body was found in a park just miles away, her body no longer intact, according to police.

Those in attendance at Faith Bible Chapel in Arvada, Colo., wore purple ? Jessica?s favorite color, the Denver Post reported.

Gov. John Hickenlooper also attended and spoke of light and dark ? the light from a supportive community and the darkness of such a heinous crime.

Jessica's great-aunt Gay Moore thanked those who reached out for "their help and their tears," the Post reported.

"Now she is not just our little girl," Moore said. "She is everyone's little girl."

Jessica began a short walk from her home to Witt Elementary School on the morning of Friday, Oct. 5 but never arrived. A massive search by hundreds of law enforcement officers was launched hours later because Jessica's mother, Sarah Ridgeway,?works nights and slept through a call from school officials saying the fifth-grader wasn't there.

Her body was found the following Wednesday, seven miles from her home.

The case made national headlines in the days following her disappearance as hundreds of police officers, bloodhounds and scores of volunteers scoured the?child's neighborhood looking for clues to her whereabouts. Her father, Jeremiah Bryant, who lives in Missouri, traveled to Colorado when he learned of his daughter's disappearance, police said.

Related: Body found in Colorado is that of missing girl Jessica Ridgeway

Fear has since gripped the community, as police have cautioned that the killer may be in their midst.

Former FBI profiler Clint Van Zandt said the condition of the body police found last Wednesday could indicate an experienced killer.

?It?s someone who?s fully capable of doing something like this again,? Van Zandt said. ?

?It could be your boss, it could be your friend, and, ultimately, it could be your family member,??FBI spokesman Dave Joly?said.?

Parent Keith Burke told The New York Times, ?Everybody?s very scared.?

?There?s a predator that lives by somewhere,? he told the Times. ?We don?t know where, and until we do, everybody?s going to be on edge.?

Lugar hits Mourdock mailer, reiterates no support

(AP) ? Retiring Republican Sen. Richard Lugar is disputing a conservative mailer in Indiana that claims he supports Republican Richard Mourdock and reiterating he will not campaign for the tea-party backed opponent who unseated him in May.

Lugar spokesman Andy Fisher said Wednesday the piece was "clearly unauthorized" and comes from a group that spent $100,000 against Lugar in the primary. Conservative lawyer Jim Bopp's super PAC sent the mailer to Hoosier voters this week.

Mourdock has continued to try and win Lugar's mantle in the general election ? claiming in Monday's debate that he had been endorsed by the senator ? but Lugar has kept him at arms-length throughout the campaign. Mourdock said Wednesday he's not responsible for messages sent by outside group's like Bopp's.

'Normal' form of mad cow disease may actually make you smarter ...

There's a fine line between genius and madness. Now scientists studying the pathogen responsible for mad cow disease have proven this old adage to be as poignant as ever. They have discovered that the same protein that causes the devastating neurological disease may improve brain function when in its "normal" form, according to MedicalXpress.

?

By learning how to manipulate this protein, scientists may one day be able to use it to make us smarter. A cure for diseases such as Alzheimer's and Parkinson's could also be in the offing.

?

Mad cow disease, or bovine spongiform encephalopathy, is a fatal neurodegenerative disease that infects cattle. It is highly infectious and can be spread to other species, including humans, through ingestion of infected tissue. In humans it is more commonly referred to as Creutzfeldt?Jakob disease. When the disease was first identified, researchers were puzzled about how it was transmitted since it was not linked to any known viruses, parasites, or bacterial or fungal infections. This led to the profound discovery of a new form of pathogen: the prion.

?

Prions are proteins that have become "misfolded," according to the prevailing Prion Hypothesis. In the case of diseases like mad cow disease, they spread by inducing healthy proteins in the brain to convert into the disease-associated form. Since their discovery, prions have been heavily studied, but less research has been performed on the "normally folded" forms of the proteins which exist in healthy brains. This made scientists at the University of Leeds curious.

?

In a study recently published in the journal Nature Communications, researchers found that "normal" prion proteins play a major role in the absorption of zinc in the brain, a function crucial to our ability to learn and to the well-being of our memory. For instance, it is well known that high levels of zinc between neurons are linked to diseases like Alzheimer's and Parkinson's.

?

"Zinc is thought to aid signaling in the brain as it's released into the space between brain cells. However, when there's too much zinc between the brain cells it can become toxic," explained lead researcher, Dr. Nicole Watts. "High levels of zinc in this area between the brain cells are known to be a factor in neurodegenerative diseases, so regulating the amount of absorption by the cells is crucial."

?

In other words, when prion proteins are folded properly, they appear to help brain function by cleaning up excess zinc. Theoretically, the more efficiently these proteins do their job, the better our memory and other cognitive faculties should operate. It could therefore be possible to one day manipulate these "smart cow" proteins to ?improve our cognitive capacities.

?

"By studying both their roles in the body, we hope to uncover exactly how prion and zinc affect memory and learning. This could help us better understand how to maintain healthy brain cells and limit the effects of aging on the brain," explained Nigel Hooper from the University of Leeds.

Fruit fly's 'sweet tooth' short-lived, research finds

ScienceDaily (Oct. 16, 2012) ? The humble fruit fly may have something to teach us about forgoing empty calories for more nutritional ones -- especially when we're hungry.

While the flies initially prefer food with a sweet flavour, they quickly learn to opt for less sweet food sources that offer more calories and nutritional value, according to new research by University of British Columbia zoologists.

The findings, published this week in the Journal of Neuroscience, are the first to measure the shift in food preference over time, and the first to find that flies opt for nutritious food more quickly when they're hungry.

"The taste system is important for quick -- often life and death -- decisions about what to eat," says Michael Gordon, a UBC neurobiologist and senior author on the paper. "Typically the initial taste of sugar indicates a good source of carbohydrates, but longer-term feeding preferences integrate past experiences and learning. It appears that nutritional content is an important part of that."

"From a behavioural standpoint, it seems that mammals and flies can show similar responses to calorie sensing," adds Gordon, an assistant professor with the Department of Zoology. "But mechanistically we're still only beginning to understand how either senses the caloric value of food independently of taste after eating it."

The researchers allowed fruit flies (Drosophila melanogaster) to choose between sources of liquid sugar that varied in their ratios of sweetness to caloric value. In some instances it took the populations of flies as little as four hours to shift their preference towards more nutritious food sources -typically based on sugars like sucrose, maltose and D-glucose.

Researchers also isolated several molecular pathways in a strain of flies that appear to affect taste and feeding preference and found that blocking insulin signaling increased preference for nutritious sugars.

Research Method

In addition to observing food preferences, the UBC research team also used mutant strains of fruit flies to isolate several molecular pathways that appear to affect taste and feeding preference. They found that developing a preference for caloric sugars depends on the cAMP pathway, which plays a wide array of roles in the nervous system but is best known for affecting learning and memory.

The researchers also found that blocking insulin signaling in a strain of flies increased their preference for nutritious sugars. Insulin plays important metabolic roles in both flies and mammals and is known to be regulated by feeding. The regulating of feeding behaviour by insulin signaling has also been demonstrated in mammals.

Funding Partners

The research was supported by the Canadian Institutes of Health Research and the Natural Sciences and Engineering Research Council of Canada.

Border lapse embarrasses S. Korea military

SEOUL, South Korea (CNN) ?

South Korea on Monday reprimanded five senior military officials after admitting that a North Korean soldier had managed to cross the heavily patrolled border between the two countries undetected and knock on the door of his enemy's barracks.

Revelations about the ease with which the North Korean soldier reached the South Korean side of the border, considered to be the most heavily militarized in the world, have prompted criticism of the nation's military.

The soldier, whose name and rank were not disclosed, jumped three barbed-wire fences along the eastern part of the border without being spotted on Oct. 2, according to the South Korean Defense Ministry.

He was picked up by South Korean soldiers in the province of Kangwon only after he knocked on a barracks door, wishing to defect, the ministry said. He had escaped from his unit and traveled about 50 kilometers (31 miles) through North Korean territory to get to the border zone.

South Korean Defense Minister Kim Kwan-jin made a public apology in a live broadcast on national television Monday, calling the incident "a clear failure in security operations."

"As the defense minister, I express sincere apology for causing concern to our people," he said.

Kim said a lieutenant general, two major generals and two brigadier generals were facing disciplinary action. He also pledged to enhance security measures and increase the number of soldiers around the border area.

The security breach was deemed "lamentable" in an editorial last week by The Korea Times, an English-language newspaper.

"What if the defector were an agent armed with guns and grenades who sneaked into the barracks on orders from the North?" the editorial asked.

It also criticized the initially misleading information about the situation from defense officials.

Schools Take Aim at Popular Flamin' Hot Cheetos

???????????????????????????????????????????????????????????????????????????????????????????????????????????? (Image Credit: ABC News)

School districts in California and New Mexico are trying to ban the popular snack food Flamin? Hot Cheetos because they say it is a health hazard to students.

School officials say the concern is their nutritional value, or lack thereof. Each bag of Flamin? Hot Cheetos contains 26 grams of fat and a quarter of the mount of salt that?s recommended for the entire day.

One school district in Illinois, which used to sell about 150,000 bags each year, has already taken the snack off its menu.

?If children were to bring in snacks that are high in fat, high in calories, that?s their choice,? Rockford School District Interim Superintendent Robert Willis said. ?We?re not going to be providing those kinds of foods.?

On top of the artificial coloring and flavoring, some experts say the Cheetos are ?hyperpalatable,? meaning they?re highly addictive.

?Our brain is really hardwired to find things like fat and salt really rewarding and now we have foods that have them in such high levels that it can trigger an addictive process,? said Ashley Gearhardt, a clinical psychologist at the University of Michigan.

Frito Lay, which makes and sells Cheetos, says it is ?committed to responsible and ethical practices, which includes not marketing our products to children ages 12 and under.?

While Flamin? Hot Cheetos are under fire in schools, kids can?t get enough of them. So much so that there is a YouTube video featuring kids rapping about their love of the snack.

?Got my fingers stained red and I can?t get them off me. You can catch me and my crew eating hot Cheetos and takis,?? one boy raps in the video.

Takis are a chili pepper- and lime-flavored corn snack.

The video has already been viewed more than 3.3 million times and there are even Facebook fan pages dedicated to the snack.

One fan page has more than 49,000 ?likes,? with many fans posting photos and videos with the snack.

?Don?t feel like leaving to get food,? one person writes. ?So I?m eating Flamin? Hot Cheetos.?

The FCC, Google and the Reality of Net Neutrality

A little history to begin: Google (GOOG) controls the money that is the Internet. They would like to keep it, apparently by any means possible.

Comcast (CMCSA) had a problem with a service called BitTorrent that was interfering with most of its customers. Comcast decided to protect, favor, etc. the thousands of customers who were checking email and Facebooking over the handful who were choking the services of the entire neighborhood by throttling BitTorrent using a technology called deep packet inspection.

As a consumer who would like to choose the speed of various services, I applaud this move; as a business whose profits were threatened, Google attacked.

A quick diversion before we get back to the facts: Internet bandwidth is finite, thus control is inevitable, contrary to Google?s "net neutrality" claims. In other words, Google is simply lying to you. WHY? Distraction. The real question is, who will do the controlling? Consumers, free to pick and choose the most efficient service for their needs, or the FCC, which will control the Internet depending upon which way the political wind blows: who has the most power? Right now, it?s Google.

Back to the facts: Google has a long financial association with the current administration. They cashed in their chits and ordered them to attack Comcast. The FCC responded by ordering Comcast to halt throttling BitTorrent and fining them; Comcast responded by suing in Federal court and winning so decisively that the illegitimacy of FCC?s power grab became apparent to all; the FCC responded by using an obsolete telephony law from the 1930s to declare they were taking over the Internet; and, so-called civil libertarians decided to back the federal government takeover of the Internet. (So, are Google?s commercial interests freer than Comcasts, or are the civil libertarians hypocrits?) Apparently the FCC knows they have trouble legally because Google and Verizon are presently at the White House, dividing up the spoils of the Internet. At this point, the media and civil libertarians are confused, thus I am here to explain.

Some have tried to paint (more accurately, tar) this as a free speech issue. The only way to describe that arguement is stupid. Throttling BitTorrent is completely agnostic; think of it like your local book store deciding to discontinue distribution of magazines in general. BitTorrent is a service, and throttling it does not arguably slow down your ability to communicate on the Internet. There are still uncountable video services left unthrottled, some of which have much larger exposure. As long as Comcast provides unthrottled video services then no freedom of speech issue exists, period. Equally important, consumers presently have choice. if you do not like Comcast, get another service. I repeat: stupid.

Net Neutrality is about who will control the money on the Internet; who will receive the advertis ing dollars that companies receive for putting information, i.e. advertising, in front of eyeballs. Now, Google controls most of that money; this is their reward for building a search engine that blew the competition out of the water. Thus consumers ride the Internet on the Google ?engine? and Google gets paid for what they see on that ride.

Change is on the way. Deep packet inspection allows new, innovative companies to evaluate Internet users and market to them more specifically, which will allow them to offer cheaper, more efficient advertising than Google can. Consumers get cheaper products, and sellers can make more money at lower prices ? new jobs, new capital, new wealth, more total economic utility. Google has no legitimate defense against this change which will inevitably take advertising dollars away and give it to smaller, smarter, more nimble competitors. Since Google has no legitimate defense, they are doing the next best thing: distract voters from the true battle, advertising, and try to convince them that this is a free speech issue. Meanwhile, they are using the politicians they have bought and paid for to do their really dirty work, protecting them from competition.

Do not let Google?s cries of freedom distract you from their monopolistic goals. They want to keep all the money and they do not care how long it takes for you to get your email. Deep packet inspection is a progressive improvement in the Internet, not a threat to your rights.

Google wants all the money, and the FCC wants all the power. Google controls the FCC, for now, so they are perfectly comfortable. Deep packet inspection is inevitable, but if Google can delay it for a few years then they will have an extra few billion dollars in their pockets. If Google and the FCC succeed in taking over the Internet, you will live under their thumb.

However, more shady characters have entered the debate: Verizon (VZ) and AT&T (T). I own AT& T, and I applaud their attempts to make me money, but what is the point of collecting a few extra cents here while dollars are destroyed elsewhere? Google and Verizon met in the White House to divide up the Internet for a simple reason: Verizon and AT&T also have a lot of control in Congress because their employees are unionized; that is a lot of political money and influence spread over both parties for a long time. If Verizon, Google and the FCC decide to divide up the Internet, you can bet you will be living under THAT massive thumb for a long time.

I expect that the FCC, Verizon and Google will come up with a way to limit deep packet inspection that is so heavily regulated that only the biggest companies like Google, Verizon, Time Warner (TWX), etc. will be able to generate enough revenue to use it profitably. This will prevent new businesses and jobs from forming and it will prevent you, dear consumer, from buying cheaper goods and services, not to mention dow nloading your email quickly; meanwhile, everyone at the FCC is now more powerful and better paid. Hopefully, a more progressive administration that responds to small/medium business rather than the oligarches will someday win election and throttle back the FCC.

Every business needs to evolve or die. Ask yourself, net neutrality supporters, how is Google evolving now? The essence of Net Neutrality is the creation of a new federally protected oligopoly, and as you can see, it has NOTHING to do with free speech.

Disclosure: I own AT&T, Procera, and Google in a couple ETFs, and I know all (the ETFs, not Google) will be healthiest in the long run without net neutrality; I am not short GOOG presently.

Why Greek Debt Is Suddenly Red Hot - Business Insider

Markets seem to be turning cautiously optimistic toward a favorable outcome materializing for Greece.

Bond yields on Greek sovereign debt today hit their lowest levels since the government restructured a portion of its debt held by private investors back in March of this year.

On Friday, Citi's economics team, which has been outspoken in ascribing a 90 percent chance to Greece exiting the euro before the end of 2013, lowered the odds to 60 percent ? and that call seems to capture the tone toward Greek bonds right now.

As Morgan Stanley strategists Paolo Batori, Robert Tancsa, and Daniele Antonucci note this morning, Greek bonds have been steadily rising since late July ? along with most other risk assets ? when Mario Draghi said the ECB would do "whatever it takes" to save the euro and subsequently followed through by announcing the framework for the ECB's new rescue plan, OMT.

The chart shows a pretty sharp bottom in Greek debt around that time:

And yields on Greek sovereign bonds are down nearly 3.4 percent today on comments from German finance minister Wolfgang Scha?ble over the weekend that a Greek debt default would not be allowed to happen.

Domestic German politics were the main reason Citi cited in lowering the odds of a Greek exit from the eurozone as well.

Here is what the Citi economists had to say about how upcoming elections were altering the general attitude toward Greece in the German government:

We think the position of German Chancellor, Angela Merkel, with respect to Grexit, has shifted recently as the German elections are getting closer (September 2013, most likely) and she fears the negative economic repercussions of an event like Grexit on her chances of reelection.

...

Moreover, almost three years since the beginning of the euro crisis, the German Chancellor may have realised that any major deterioration in the euro periphery (and Grexit would probably be the worse of all seen so far) eventually requires painful concessions to reduce the negative spillovers to other peripheral, and core, euro countries.?The Greek debt restructuring and the rising costs of recapitalising Spanish banks have put on the table a new thorny issue such as the euro area banking union.

A ?coordinated? Grexit would probably require at least some sort of deposit guarantee scheme to be in place to avoid, or at least contain, bank runs throughout Europe ? something that Merkel probably does not want to discuss ahead of elections given the strong opposition from large parts of the German public?opinion.?Support for a banking union from the German opposition party SPD is?unlikely ? support that would be required to get its approval in Parliament.

The Morgan Stanley strategists say that as a result of the apparent softening in the German position toward Greece, they expect ?that Greece will be able to negotiate a better deal on its bailout, particularly with lower interest rates charged on the loans as well as a lengthening of the period over which the loans can be repaid.

Furthermore, Batori, Tancsa, and Antonucci think?official-sector holders of Greek debt will restructure portions of their holdings as well, something currently seen as taboo by those public institutions. They write:

Medium-term debt sustainability remains one of the main concerns in Greece and hence we cannot rule out some form of additional debt relief at a later stage. Our analysis on the debt stock and, more importantly, on the cash-flows related to debt service shows that a meaningful relief can only be provided by the official sector. Hence, we don't think that a ?PSI only? scenario is a likely outcome. In fact, both a thorough analysis on the legal framework and past experience from Paris Club restructurings point towards a combination of PSI and OSI where all investors would be treated with comparable terms.

The troika of official sector creditors ? the ECB, IMF, and EU ? are reviewing Greece's progress on the current bailout programs and will report in November. This has been declared by European leaders to be the next step in determining whether Greece's bailout terms will be relaxed.

For now, Morgan Stanley recommends that "investors should hold on to their long [Greek government bond] positions, in our view, and accumulate on the back of a potential favourable outcome in the Troika review."

Beau Biden Defends Father's VP Debate Performance

Delaware Attorney General Beau Biden defended his father Vice President Joe Biden's debate performance, saying his laughter and facial expressions did not undermine the substance of his comments at last week's debate.

"I'm happy to defend my dad. I don't think he needs any defensiveness. Any time the other side - Karl Rove or folks on the far right - are going after my father for smiling too much, you know that's a victory," Beau Biden told me this morning on "This Week." "My father spoke clearly to the American people about the facts, and you saw him do that for 90 minutes straight."

"This isn't, Jake, about how much my father smiled or how many gallons of water that the congressman drank nervously on that stage," Biden quipped. "It's about talking directly to the American people about very important facts."

Biden charged Republican vice presidential nominee Rep. Paul Ryan with not being "up to speed on foreign policy," criticizing Ryan for his comments during the debate on troop levels in Afghanistan.

"You had him suggest, if not open the door, to put additional troops in Afghanistan. So it was a remarkable position to take," Biden said. "It demonstrated, I think, that, you know, the congressman is not quite up to speed on foreign policy as you might want a would-be vice president to be."

"The point that I heard and the American people heard is that you heard my father clearly articulate that we wouldn't have forces in Afghanistan by 2014," Biden added, "and you've seen here the congressman equivocate on that, in fact, not be willing to guarantee the American people that we wouldn't have forces in Afghanistan."

Beau Biden also defended Vice President Biden for saying at the debate that "we did not know they wanted more security again," regarding American officials in Libya requesting more security before the attack that killed four Americans at the consulate in Benghazi last month.

The Obama administration said the vice president was referring to the White House not knowing about the security request, despite the State Department being notified. "He was speaking for himself and the president, as you heard Jay Carney tell you in the briefing room just the other day," Beau Biden said.

Biden criticized the Romney campaign for politicizing the Libya issue, saying "These are folks that seem to be more interested in kind of pounding their chest to make the neoconservatives who advise them proud than they are about being serious about foreign policy and protecting our national interests around the world."

"This is a tragedy when we lose an ambassador and three other personnel," Biden said. "This is not a moment in time where we should be politicizing these issues? And the idea that Romney and Ryan are suggesting that the President of the United States doesn't take seriously the security of our diplomats and Foreign Service officers around the world I find absolutely outrageous."

Shuttle X-ing: Endeavour spacecraft slowly winds through L.A.

In retirement, it's crawling along the streets of Los Angeles at a sluggish 2 mph, a pace that rush-hour commuters can sympathize with.

The space shuttle Endeavour sits in a strip mall as a Hawaiian Airlines jet approaches a runway at Los Angeles International Airport in Los Angeles, Friday, Oct. 12. Endeavour's 12-mile road trip kicked off shortly before midnight Thursday as it moved from its hangar at the airport en route to the California Science Center, its ultimate destination.

In retirement, it's crawling along the streets of Los Angeles at a sluggish 2 mph, a pace that rush-hour commuters can sympathize with.

Endeavour's two-day, 12-mile road trip to the California Science Center where it will be put on display kicked off early Friday. Rolled on a 160-wheeled carrier, it left from a hangar at the Los Angeles International Airport, passing diamond-shaped "Shuttle?Xing" signs, and reached city streets about two hours later.

Hundreds of spectators, some with pajama-clad children in tow, waited in the predawn darkness. In unison, they held up their cameras and cellphones and gaped as the 170,000-pound Endeavour inched by with its tail towering over streetlights and its wings spanning the roadway.

It made stop-and-go progress, with some halts to check its balance and to prune trees in its path as it crept past strip malls and storefronts.

In a massive feat of parallel parking, the?shuttle?was backed into a shopping center parking lot in the Westchester neighborhood around 5:30 a.m. ? later than expected.

Janet Dion, a family therapist from nearby Manhattan Beach, was in awe as she marveled at Endeavour, its sides weathered by millions of miles in space and two dozen re-entries.

"You can sense the magnitude of where it's been," Dion said, focusing on the heat tiles that protected theshuttle?during the return to Earth.

"It's exciting to see the tiles up close, especially the texture of the tiles," she said. "It's amazing. You can almost feel the fabric of it, like a skin. Like our skin."

Everyone it seemed wanted to pose with Endeavour. Firefighters, police officers and construction workers on duty took turns standing in front of it.

Others saw an opportunity to make a buck. Jason Duran and his friend printed up Endeavour T-shirts and hawked them for $30.

"We're entrepreneurs," he said.

Endeavour will remain at the parking lot for a nine-hour layover as crews worked to widen the carrier so that it could straddle the median during the next part of the trip. It was expected to move again in early afternoon then stop for several more hours to transfer to a special dolly for the cross over the busy Interstate 405 at night.

Ushering a?shuttle?through an urban core is a logistical challenge that took almost a year to plan. Guarded by a security detail reminiscent of a presidential visit, police enforced rolling street and sidewalk closures as early as Thursday night in some locations and discouraged spectators from swarming side streets.

The behemoth transport has caused headaches for shopkeepers along the route who counted on cheering crowds jamming the curbs to boost business.

In the days leading up to Endeavour's move, the owners of Randy's Donuts sold shuttle-shaped pastries emblazoned with the NASA logo and even hung a miniature?shuttle?replica inside the giant doughnut sign visible from the freeway.

Co-owner Larry Weintraub planned to watch the?shuttle?creep by the roadside sign, which has been featured in several movies. But the store, which serves up sweets 24-7, will be closed.

"I'm still excited, but I'm disappointed that people aren't going to be able to stand in the streets and shout 'Yay,'" he said.

Saturday is typically the busiest day for James Fugate, who co-owns Eso Won Books in South Los Angeles. But with Endeavour expected to shuffle through, Fugate braced for a ho-hum day in sales.

"We don't close because we're slow. That's when you pull out a book to read," he said.

The baby of the?shuttle?fleet, Endeavour replaced Challenger, which exploded during liftoff in 1986, killing seven astronauts. It thundered off the launch pad 25 times, orbited Earth nearly 4,700 times and racked up 123 million miles.

Last month, it wowed throngs with a dizzying aerial loop, soaring over the state Capitol, Golden Gate Bridge, Hollywood Sign and other California landmarks while strapped to the back of a modified 747 before finally landing at LAX.

The last leg of Endeavour's retirement journey skips the tourist attractions and instead, winds through blue-collar communities in southern Los Angeles County. While viewing will be severely curtailed due to sidewalk shutdowns, crowds are still expected.

Moving the Endeavour required a specialized carrier typically used to haul oil rigs, bridges and heavy equipment. The wheels can spin in any direction, allowing the?shuttle?to zigzag past obstacles. An operator walks alongside, controlling the movements via joystick. Several spotters along the wings are on the lookout for hazards.

To make room for the five-story-tall?shuttle?and its 78-foot wingspan, some 400 trees were chopped down, cable and telephone lines were raised, and steel plates were laid down to protect the streets and underground utilities.

Endeavour will mostly travel on wide boulevards with some boasting as many lanes as a freeway. While there have been advance preparations, there is remaining work to be done during the move, including de-energizing power lines. Southern California Edison warned of outages in the suburb of Inglewood.

One of the trickiest parts involves trundling through a narrow residential street with apartment buildings on both sides. With Endeavour's wings expected to intrude into driveways, residents have been told to stay indoors until the?shuttle?passes.

The route was selected after ruling out other options. Dismantling the?shuttle?would have ruined the delicate heat tiles. Helicoptering it to its destination was not feasible. Neither was crossing on freeways since theshuttle?is too big to fit through the underpasses. The cost of transporting it cross-town was estimated at over $10 million.

As complex as the latest endeavor is, Southern California is no stranger to moving heavy things.

In 1946, Howard Hughes' "Spruce Goose" aircraft was built in sections and hauled from Culver City to Long Beach, 30 miles away. In 1984, an old United Airlines DC-8, with its wings and tail disassembled, was towed from Long Beach to the science center.

Earlier this year, a two-story-tall chunk of granite was hauled 105 miles from a rock quarry to the Los Angeles County Museum of Art.

Endeavour crews remember shuttle as a home and workplace

The space shuttle Endeavour drank in fuel on its launchpad, condensation rising off its metal body as gases leaked through vent ports. It seemed to astronaut Andrew Thomas like an animal poised to pounce.

"It's almost breathing," he said. "You have a sense that it's a creature that's coming to life."

When it did, the rocket boosters roared and clouds plummeted into the distance. Endeavour was going from zero to 17,500 mph in 8 1/2 minutes.

"It is without a doubt the ride of your life," said Thomas, who flew aboard Endeavour twice.

A total of 139 astronauts have logged miles on this shuttle fashioned out of titanium, silicon and ceramics. It holds the memories of 20 years' journeying through space: a collection of daring exploits, workplace antics and stellar sights burned into their minds.

For these astronauts, even the most mundane moments ? sitting on the shuttle's toilets or trying to play cards in space ? are meaningful.

After traveling nearly 123 million miles on 25 missions, Endeavour is now on its final journey, set to arrive at the California Science Center on Saturday.

It's a bittersweet occasion for the 172,000-pound machine that astronauts see as part lifeboat, part hauling van and part hotel room ? with a view that's out of this world.

***

Though the U.S. space shuttles were all meant to be the same, Endeavour was different.

The youngest and sleekest of the fleet, it lacked the wear and tear of the other spacecraft. There were no sticky switches or scuff-marked metal surfaces, said astronaut Mike Fincke, who flew on Endeavour's final mission in 2011.

No matter how hard he looked, he could find only one flaw ? a digital clock display with a broken "8."

"Endeavour was almost perfect," Fincke said.

Endeavour came from unusual beginnings, built with spare parts after the shuttle Challenger was destroyed in 1986.

Named after the HMS Endeavour, which bore 18th century British explorer Capt. James Cook across the seas, it was a Cadillac of space flight. Fincke marveled at its vast legroom compared with the Russian Soyuz spacecraft, which stuffed astronauts into the fetal position during launch.

Fincke loved Endeavour's windows, freshly installed before its final mission. They sharpened the already-beautiful views with a new crispness.

He savored the scent of the shuttle in the same way drivers relish that new-car smell.

"The space station has a very neutral smell to me, but the shuttle has a slight metallic twang," Fincke said. "Words can't describe that particular blend."

The shuttles were designed as cargo vans, and of the five shuttles sent into space, Endeavour fulfilled its missions with distinction. It carried tools to repair the Hubble Space Telescope, brought a $2-billion cosmic-ray detector into space and ferried supplies to the International Space Station.

It also carried astronauts' own precious cargo: family photographs, wedding rings, even centuries-old artifacts.
